Development Interfaces: “Peer Reviews” and the Development Potential of Regional Institutions, Policies, and Programs

Abstract:

Recent studies and policy evaluations criticize an “under-funded and under-exploited regionalism in the developing world”. Developing countries face many problems that require regional cooperation and investment, such as water management, power, transportation and disease control. But international support for regional and multi-country programs is scant. Can regional programs deliver strong development results? What are the determinants of successful programs? The peer review method – the assessment of the policies and performances of a country by other countries – is at the heart of OECD’s work. It is a tried and tested instrument that helps member countries improve their policy making, adopt good practices and generate established standards and principles. This method of international cooperation has become increasingly popular in recent years, even beyond OECD borders being applied in different regional settings such as in NEPAD and ASEAN. The paper outlines the main features of peer review methodology at the DAC and evaluates peer reviews’ effectiveness and transferability as a new mode of regional cooperation and governance. It explores the possibilities for monitoring regional cooperation and governance, and further discusses theoretical and methodological challenges for measuring the outcomes and impact of regional cooperation.
