The Evolution of Emissions Trading Systems for Greenhouse Gases: Policy Diffusion or Venue Shopping?

Abstract:

In recent years, there has been a proliferation of interest in emissions trading as a central mechanism for governing climate change. Today, more than 20 allowance trading systems are in operation or under development at a variety of political jurisdictions (from the local to the international) involving both the public and private spheres. This paper will investigate two possible explanations for this multilevel pattern of policy development: diffusion and venue shopping. The former implies that policies spread between political spaces and converge around a set of principles, rules and practices. The development of emissions trading systems at multiple spheres and tiers of governance may be the result of a diffusion process whereby policies spread between neighbors, often with the help of policy entrepreneurs. If the proliferation of emissions trading is an example of policy diffusion, it is a particularly interesting area of study because of its multilevel nature. Alternatively, this multilevel pattern of policy development may reflect contestation over the principles, rules and practices that should govern climate change. Rather than thinking about emissions trading as a technical instrument that can be transferred across space, we can think of these systems as social institutions in which actors debate the meaning of climate change, the relationship between greenhouse gases and the economy, and questions of authority. That trading systems exist at different levels of social organization and political jurisdictions may be indicative of venue shopping, whereby actors seek to shift debate and authority to a political venue most likely to promote favorable policy outcomes. It is entirely possible that both diffusion and venue shopping are occurring simultaneously. Understanding the political dynamic that underlies the spread of allowance trading systems for greenhouse gases has implications for current policy debates related to linking trading systems to enhance economic efficiencies and developing a national trading system in the US.
