Winning the Global War on Terrorism: The Role of Governance in a Determining a State's Proclivity to Harbor Terrorists |

US foreign policy has been focused on military power and imposed democratization as the key elements of its global war on terrorism (GWOT). In this paper we argue that these two factors are of relatively low importance in identifying and effectively deterring states from harboring terrorist groups. More salient than these is the presence of strong governance that allows states to effectively control their borders and territory within. As evidence, we review and extrapolate from current theoretical arguments concerning the role of terrorism and subsequent state support of it. In addition we offer a model of how variation in governance leads to an increased or decreased level of proclivity regarding the harboring of international terrorist groups. Our research suggests that governance is a driving force in this process and that current US efforts are less likely to produce effective results without taking the role of governance into account. |
