Abstract:

The impact of Public-Private Partnerships (PPPs) on global governance has not been given due attention. On the one hand, this move from state-based government to public and private sector governance is recognised as the beneficial pooling of resources to address the significant health and development consequences of health problems such as HIV/AIDS. Alternatively, PPPs are viewed with suspicion for their lack of accountability and tendency to fragment collaborative global efforts in this regard. This paper explores these contentious debates on the role of PPPs within the global governance system, with a particular focus on biotechnology innovations and HIV vaccine developemnt in Southern Africa. It explores the implications for global and national health systems and the impact at local levels. In doing so, it develops exisiting frameworks for understanding global governance and state-society relations, to encompass the increasing non-state actors in health policy and development. |
