Abstract:

The United Nations (UN) and other international organizations are increasingly accused to lack democratic accountability. Many proposals have been made to remedy the gap between the extended influence of international organizations and the lack of effective controlling mechanisms that prevent abuses of power. This article focuses on one specific proposal: the establishment of parliamentary assemblies. It asks, based on the experiences of the Council of Europe and the Organization for Security and Cooperation in Europe, what factors enable an interparliamentary assembly to exercise parliamentary control to-wards an organization’s intergovernmental decision-making bodies? The article shows how a parliamentary dimension can be conceptually integrated into the debate on the de-mocratic accountability of international organizations and how these insights help to re-flect on the idea of establishing a United Nations parliamentary assembly.
