Social Policy In a Fragile State: Institutional Issues in the Implementation of a Conditional Cash Transfer Program in Haiti |

Several Latin American countries have successfully implemented conditional cash transfers (CCTs), which provide money to low-income families conditional upon investments in children's human capital, such as use of health and education services. CCTs are popular with both aid donors and developing-country governments, as they demonstrably improve health and nutrition and reduce poverty. However, the programs are administratively demanding and require strong health and education infrastructure. We examined the institutional issues in implementing a CCT in Haiti, the poorest country in the Western Hemisphere. Years of internal conflicts and climatic shocks have devastated the economy, depleted human capital, and weakened state capacity. Historically, the state has served primarily to enrich office-holders rather than to foster equitable and sustainable development. We used qualitative methods and secondary data analysis to examine the costs of schooling and health care, barriers to use of services, and potential institutional arrangements for a CCT in the country's fragile-state context. A key issue was finding an institution able to coordinate activities across ministerial lines, operate transparently, and administer complex procedures. Other issues include effective capacity to: *Target benefits and deliver payments; *Monitor compliance with conditions; *Ensure adequate supply of services; *Establish appeals mechanisms; and *Consider multiple stakeholder needs and perspectives in program design. Our findings suggest that a combination of governmental and non-governmental institutions, with clearly defined roles, is most likely to address the overall programmatic demands of a CCT. Given Haitians' high demand for schooling and health care, a well-organized and administered CCT could significantly improve well-being. |
