Abstract:

This paper examines the slippery relationships between media’s hard news of the media and the soft news of NGO public relations efforts about global issues. Through case studies of NGO materials and strategies, as well as surveys of those in the field, I argue that some NGO campaigns have shifted to include participatory elements, unlike previous models of top-down communication; however, many continue practices of privileging Northern perspectives and events rather than issues.
