Abstract:

In this paper, I argue that the influx of foreign aid following the 2004 Tsunami in Sri Lanka undermined the delicate arrangements that previously had tied together the insurgents with the government. The effect of this was to trigger the latest round of fighting which many argue is among the worst of the entire war. I trace the origins and logic behind the complex dependency that bound the insurgents to the state over questions of civilian governance. And I then show how foreign aid negatively affected this forced marriage between insurgent and government institutions. The paper is based on field work in both LTTE and Sri Lankan government territory conducted before and after the Tsunami.
