Millet System Through the Prism of Multiculturalism

Abstract:

This paper examines the Ottoman millet system in the case of Cyprus and makes inferences to the contemporary political theory, especially liberal multiculturalism. The paper has an inter-disciplinary approach. It aims to enrich the current political theory debates on the notion of multiculturalism based on a historical case. The paper argues that the Ottoman millet system recognized ‘diversity’ institutionally and created a political and social environment for the reproduction of diverse cultures. At that moment, the Ottomans could be seen as the leading political actor of tolerance and respect for diversity. However, the millet system is far from being a predecessor of current liberal multiculturalist theories, because (1) it did not appreciate the inherent value of diversity, but accepted it as an inevitable fact; (2) it defined diversity narrowly around the notion of religion; (3) it did not recognize intra-community diversity, but only inter-community diversity (3-a) by supporting the main stream branches within the communities, and (3-b) usually by not recognizing the right of exit for individuals; (4) it promoted a clear-cut network of authority hierarchies; (5) and it aimed freezing the level of multiculturalism rather than promoting it. The paper argues that although the Ottoman millet system was not perfect in terms of promoting diversity, it sustained both diversity -in a limited extent- and stability which are two notions rarely combined in the contemporary societies. The paper demonstrates the success of the Ottoman millet system in sustaining both intercultural peace/stability and cultural reproduction in the case of Cyprus.
