Abstract:

This article challenges underlying assumptions on the role of the state and globalisation both in the Washington Consensus and the compensation hypothesis by emphasising that both the size in terms of extractive capacity and the quality of the state – defined as legitimacy, autonomy and embeddedness – are crucial for enhanced human development in less-developed countries. The empirical results for 127 nations indicate that human development is best secured in states that are immune to rent-seeking (i.e., autonomous), are capable of protecting society from expropriation and extortion (embedded), are legitimate, and have the capacity to generate higher revenue, which suggest that state-building entails more than the control of corruption, and that the neoliberal desire to limit the size of the state at all costs is misguided.
