Sovereignty and Security Regionalism in the Asia-Pacific: The Case of the ASEAN Regional Forum

Abstract:

The ARF is the only, albeit thinly, institutionalized security organization that includes all relevant states within the Asia-Pacific region. Far from being a grouping based on notions of collective security arrangements, the core norms and principles of the ARF rest on respect for state sovereignty, the principle of non-intervention, and the renunciation of the use of force. Within the IR related debate, realist accounts view the ARF as epiphenomenal to balance of power politics, solely restricting itself to minimalist norms of inter-state behavior, while constructivist accounts identify the dialogue process as potentially capable of serving as a stepping stone for building a regional ‘security community’. This paper will argue that the core principle of the ARF, sovereignty, has been utilized by both sides of this IR related debate in order to confirm their respective argument. In reference to an understanding of sovereignty that emphasizes the contingent, inherently ‘split’ character, it shall be demonstrated how the realist-constructivist debate invokes sovereignty as the final arbiter in its explanation of the weakly institutionalized state of affairs in Asia-Pacific security regionalism.
