The challenge of the 21st century is to continue opening the political process to an even broader range of American society while encouraging a greater consideration of the national good. This is a delicate and difficult balance to achieve. Persistent failure will probably result in demands for more drastic reforms. Drastic reforms are almost always accompanied by serious unintended consequences.
