The Evolution of the Global Collective Security System - Motivations and Patterns of Military Support for UN Peacekeeping Operations

Abstract:

Why do states participate militarily in UN peacekeeping operations (PKOs)? How has states’ support for UNPKOs changed over time? Past literature has focused either on analyzing UNPKOs as joint/public goods or as case studies of the most PKO active states during the CW, or newer participants. As joint/public goods, PKOs have been studied solely as financial contributions, with the implication that poorer states are free riding when it comes to the provision of international security. As case studies, research has focused on great/middle powers, generally not theoretically informed, nor systematically comparative. This paper addresses these research lacunae. I develop a set of plausible hypotheses and test them against states’ PKO military participation, controlling for states’ level of economic development, size of military, military budget, mission risk level and extent of UNPKO participation. I argue that states’ military PKO participation is at least as important as their financial support in understanding current developments in international security cooperation. Contrary to the literature on public goods, poorer countries are not free riding in this respect - more accurately we observe a division of labor in supporting UNPKOs
