Abstract:

This paper investigates what factors account for construction of affordable housing as residential development of cities and unincorporated areas within counties? This paper contributes to verify two aspects which are interaction effect between political institutions and community priorities and distinctive relationship between two types of government as city and county. This study's framework conceptualizes the policy decision making and choice in terms of political marker perspective with aggregated demand (community priority) and aggregated supply (political institutions). Furthermore, this study dedicates to verify intergovernmental variation among different level of governmental policy choice at the residential development. For collecting the data set, I used the primarily survey (2003 and 2006) data conducted by DeVoe Moore center in Florida State University and used Florida Statistical Abstract, US Census Bureaus. Lastly, this paper is based on cities and Counties in Florida State, and due to measuring different level of governments as nested structure, the HLM (Hierarchical Linear Model) is employed. |
