Policy Cohesion and Ordinary Politics: The Case of United States Ocean Policy

Abstract:

Research suggests that certain policy areas lack cohesion (families, children, rural areas), hence effectiveness, given their diffuse constituencies and limited stable policy subsystems. United States ocean policy provides a good case of a diffuse policy domain where the lack of cohesion has frustrated reformers for nearly four decades. They have long complained about the complex, fragmented nature of the institutions and laws that comprise U.S. ocean policy. Their solution is for Congress to define a comprehensive U.S. ocean policy; provide a seat at the White House policy table; and create an independent ocean agency. Given that these prescriptions have been staples in the marine policy realm since the 1960’s, the interesting question is why so little has happened to impose greater cohesion on this area of environmental policy. This paper will draw on the literature of policy domains, cohesion, and politics to address this question; assess the role that ordinary politics plays in determining the limits of policy cohesion; _x000d_and conclude with comments about the usefulness of the policy cohesion construct as a basis for reform.
