Abstract:

Gated communities create private neighborhoods that complement or substitute urban public goods such as public safety, recreation facilities, landscaping, and street maintenance, among many others. This trend has important policy implications for urban governance and the provision of public goods. These communities also present an important laboratory for studying the formation of political institutions and governing bodies to facilitate the provision of services. Traditionally residents in these communities were characterized as high-income level and highly educated; however, recent studies show that neighborhoods in middle- and low-income areas have also followed the trend toward the formation of private communities. This paper report a study on the formation of institutions for collective decision making among gated communities. The study differentiate between first and second-order collective action problems (Heckathorn, 1989), and the extent to which current institutional arrangements can address successfully each one, in gated communities. |
