Abstract:

My paper argues that while many argued that the end of the Cold War created new opportunities_x000d_to promote the social and economic rights that were historically associated with the "east", the end of the Cold War in fact closed off the political expediency of such rights. Evidence of this can be found in the near universal retrenchment of the welfare state in_x000d_the Global North and the austerity programs often imposed by multilateral financial institutions in the Global South. Using the origin and trajectory of workers' rights as a critical case, I argue that the Cold War created the pragmatic and material basis for Global North countries to protect such a right. The collapse of a power bloc that championed social economic rights has only further marginalized socio-economic human rights within the universal model. |
