Communism Durability and The Connection between Social Ties and Political Institutions –Evidence from state-society relations in Rural China and Vietnam

Abstract:

How communist regimes like China and Vietnam maintain legitimacy and effective governance with nondemocratic institutions and declining bureaucratic capacities? In rural areas where the state capacity is weak people establish/restore the connection between informal social ties and formal institutions to exercise state authorities and satisfy social demands. Social ties are constructed into three categories: red groups (state sponsored), grey groups(limited autonomous) and black groups (state banned or criminal ). Connection between red groups and state is ineffective while connection between black groups and state is impossible. Only connection between grey groups and state can establish effective state-society bargaining and cooperation. In rural China,connection between village committee and grey social group like clans, churches, and mosques is quite close and thus legitimizes state power and provides social goods. While in rural Vietnam, grey groups are relatively small and the connection between state and red groups is much stronger and thus contributes to ineffective governance. This “embeddedness” explains the communism durability there and implies the grey groups have the potential of building civil society.
