The European Union's Foreign Policy: Changing Human Rights in the Less Developed World

Abstract:

The European Union has cast itself as a defender of human rights abroad. A policy of conditionality, tying aid and benefits to progress on democracy and human rights, has been adopted in the early 1990s. Has this policy worked? This paper takes a look at the effectiveness of EU's economic sanctions in the human rights area by exploiting a new dataset of economic sanctions levied by the EU between 1989 and 2000. Because sanctions are not exogenously assigned to countries, we need a way of identifying the effect of pressure while accounting for the conditions that give rise to sanctions. The paper proposes the annual rotating presidency of the European union as an instrumental variable capable of predicting the onset of sanctions independent of their likelihood of success. The paper shows that, when properly instrumented, the effect of economic sanctions on outcomes is very different than what we previously thought. The paper closes with policy recommendations for what the developed West can do further in the area of human rights promotion.
