Public Sector Voluntary Initiatives: The Adoption of the Environmental Management System for Biosolids by Public Waste Water Treatment Facilities in the United States.

Abstract:

Prior research on voluntary environmental policy has focused on the behavior of private sector organizations. Studies have identified a relatively consistent set of determinants of adoption and effectiveness related mainly to regulatory and economic incentives. However, it is unclear whether those motivations will have similar effects on public agencies. This paper reports on a unique national study of wastewater treatment facilities, half of which have adopted the National Biosolids Partnership (NBP) comprehensive voluntary environmental management system (EMS) for biosolids. Based on the literature review, the paper first contrasts the primary assumptions of the existing private sector literature with the fundamental institutional and contextual differences that exist between public and private sectors and with the special case of environmental management and policy for biosolids. The paper utilizes data from a 2007 national survey of public sewage and wastewater treatment facility operators. Findings identify determinants of adoption of the voluntary biosolids EMS and clarify the limitations and applicability of existing theoretical trajectories in the voluntary policy literature for public sector organizations.
