Abstract:

Mexico is said to have consolidated its democracy, but how has the electoral tactics employed by the political parties has changed along with it? In this paper I would compare two local electoral process in the state of Yucatan (2001 and 2007) to show these changes focusing on the electoral tactics and strategies employed by the political parties. Namely, I will focus on the parties' everyday campaign strategy, their use of the electoral judicial system, and up to certain point, the mechanism of the vote buying and its prevention. My explanations of the change in these issues are based on my field research on both electoral processes and interviews I did to scholars, journalists and party activists of the state. As for the fraudulent practices such as vote buying, they certainly still persist, and the parties try to prevent these actions by formulating their own vigilance system, rather than reporting them to the electoral tribunal. I will add that at least in the state of Yucatan there are certain level of institutional weakness in the IPEPAC, the newly created local electoral institution.
