Publication Type: Conference Paper/Unpublished Manuscript Review Method: Peer Reviewed Abstract: The paper takes a closer look at the impacts of the decentralization policy driven by the Raffarin Government. After winning both the 2002 Presidential and Parliament elections, President and Prime Minister started a variety of reforms, which are influencing each other heavily. There is a good reason to talk of connections as both the policies are neither independent nor is there any evidence that one of them might completely explain the other one.
