Abstract: Waged by non-state groups, Fourth Generation Warfare (4GW) includes a spectrum of operations including but not limited to terrorism, sabotage, assassinations, guerilla operations, cyber attacks, propaganda, subversion, and economic disruption. Planning, operations, logistics, and communications are highly decentralized and effectively incorporate new technology. Most discussions of 4GW refer to the operations of rebel forces in Iraq and Islamist terrorist groups like al-Qaeda, but other non-state groups, such as drug cartels in Mexico and gangs in Brazil, have begun employing similar strategies and tactics. This paper (1) explains the origins, principles, and methods of 4GW; (2) describes 4GW operations by specific non-state groups; and (3) discusses the implications of 4GW for law enforcement and homeland security in the United States. |
