CCS has emerged as a technological option that in principle allows Norway to both promote economic development and climate change mitigation. The explanation for Norwegian policymakers’ keen interest in CCS is most fundamentally linked to the conflict between climate and energy policy targets. This has been particularly intense and politically salient in Norway due to the combination of a large, economically important offshore oil and gas industry with growing emissions, and a relatively high level of ambition in environmental protection. Norway is probably the only country in the world where a Government has resigned on the issue of climate change and CO2 emissions. The energy/environment issue area represents one of the political cleavages which cuts across the traditional left-right axis in Norwegian politics. Cross-cutting cleavages such as the energy/environment issue area are often crucial to building a sufficiently broad political coalition to form an effective Government. In this respect, CCS has played a crucial role as political glue between political parties and in reconciling different positions and policy goals on energy and environment. |
