In the last 15 years, rivalry scholars have integrated historical continuity into the study of conflict using a variety of methods. I propose extending the inclusion of historical context into the study of international conflict by focusing on nonrivalry and peaceful relations between states.
I contend that lumping together disparate groups of ‘peace’ or non-events in areas such as the democratic peace literature and the trade and conflict literature is similarly absent the context of the relationship between states. I argue that studies of conflict would be improved by further contextualizing the peace that exists between states. In essence, I argue that researchers should allow the dependent variable to vary freely from rivalry to close positive relations. To achieve an expanded contextualization I recommend operationalizing the positive and negative peace concepts in what I call the peace scale. |
