Abstract: This paper examines partisan and legislative tactics employed by Germany's Social Democratic-Green government of Gerhard Schroeder to deal with its main opposition, the Christian Democratic Union/Christian Social Union, during a phase when the latter enjoyed a majority in Berlin's federal council. It compares and contrasts these tactics to those employed by other executives in circumstances of divided government.
