Abstract: At the policy level, most actors within the field of international development cooperation have explicit and well-developed environmental goals for all their contributions. Yet, while the environment is generally taken well into account at the policy level, there is often a lack of guidelines and strategies when it comes to implementing the policy. This paper shows that this lack of efficient integration of the environment can be ascribed to shortcomings when it comes to defining how environmental mainstreaming contributes to poverty reduction. Definitional mismatches when it comes to defining poverty-environment linkages in fact hamper effective implementation and concerted effort in the development cooperation community at large. The empirical investigation is based on a comparative study of a number of large donors and multilateral organizations, which investigates how poverty-environment linkages are defined at various levels and stages of international development cooperation. In theory, the environment and its relationship to poverty reduction can be conceptualized in a number of different ways: as a security issue, exclusively as a climate issue, as resilience issue etc. After developing the different ways in which the environment can be conceptualized theoretically, this paper analyzes central policy documents from bilateral and multilateral donors. This investigation is in turn complemented by interviews with staff at different levels in bilateral donor organizations, with representatives from multilateral organizations, and with officials from partner countries.
