| 1. Kingah, Stephen. "Building a Culture of Good Governance (GG) in Africa: Is the African Union (AU) Gospel of Institutional Reformation to be Believed?" Paper presented at the annual meeting of the International Studies Association, Town & Country Resort and Convention Center, San Diego, California, USA, Mar 22, 2006 <Not Available>. 2009-12-02 <http://www.allacademic.com/meta/p99748_index.html>Publication Type: Conference Paper/Unpublished Manuscript Abstract: In this article we examine some of the internal, external and internal/external challenges which Africa is facing and we opine that the main problem is that of the absence of adequate mechanism for GG. This entails the proper tools to combat political occultism, corruption, the lack of democratic accountability, violations of human rights and unconstitutional practices. Do the new institutions of the AU pass muster as adequate valves to check the aforementioned deficits and excesses? We consider the structural transformation in the organisation and conclude that a strict culture of democratic accountability and transparency is needed to lock in the gains made in some countries and sub-regions in terms if GG. We also examine the external dimension of the AU and explore possibilities for it cooperating with other bodies sharing a similar vocation. This entails a consideration of how other groupings have handled issues relating to GG and how the AU could adapt these to its specific circumstances mindful of the diversity of the group. In this light therefore insights from the EU, the Organization of American States (OAS), ASEAN (Association of South East Asian Nations), APEC (Asia Pacific Economic Cooperation) and SAARC (South Asia Association of Regional Cooperation) will be apposite. |
