Abstract: This question is significant in trying to discern whether NPM is a subset of globalization and the extent to which its characteristics have been imposed by supra-territorial governance organizations as opposed to NPM being adopted or evolving as a response to globalization factors such as technology. Coupled with this examination is the relative responsiveness of governments to its citizenry since adopting NPM ideals, and questioning whether market ideals are appropriate as a measure for public administration and the effectiveness of NPM as a structural adjustment tool.

In determining the origins of NPM and viewing the effectiveness of its implementation by using human index measures, we may be able to discern the viability of the introduction of such programs enforced with NPM characteristics and predict what aspects of this form of public management works best and the environment that it works best in.

By reviewing the implementation of NPM policies that are recommended by the World Bank we can also examine the interconnections between the World Bank, the respective governments and the private sector organizations that work together to implement various aspects of NPM. It is also useful to review the role and the reaction of the public to NPM in terms of its satisfaction with the level of responsiveness of government to its needs. Within this discussion we would like to consider the possible link for the growth of civil society in replacing the social services that may be replaced by the implementation of NPM policy.
