Abstract: This paper explores partisan and regional variations in the rhetoric of political advertising. Analysis of 702 of political spots from campaigns for various state and national offices from 1990 to 2000 with the DICTION text analysis program suggests that Democrats and Republicans do speak with different voices, though the Democratic voice is somewhat easier to distinguish than its Republican counterpart. There is also considerable evidence that variations in regional political subcultures are reflected in the rhetoric of political advertising. Campaign ads in states where the ?individualistic? culture dominates contain more language consistent with that culture than ads in states where other cultures dominate. Ads from states where the ?traditionalistic? and ?moralistic? cultures dominate also bear the linguistic imprint of their political culture when compared with ads from other regions.

Abstract: This paper looks at the challenges of environmental and fishing stock degradation in the waters surrounding Greece and Turkey. The EU?s efforts to implement a Common Fisheries Policy and related Environmental Protection Schemes are assessed and explained. Relevant public and commercial international law is examined, as are the determinants of national policy and negotiating postures in Greece and Turkey. The political economy of EU membership and candidacy is discussed, as well as the possibilities for other sorts of institution building and regional governance.

Abstract: How to promote integrated management of the coastal areas without a legal framework? The “integration” is a process of sustainable coastal governance which relies on ecosystem protection and needs specific legal instruments for each type of integration (territorial, institutional…). The signature in Madrid of the first international binding instrument in January 2008 within the system of the Barcelona Convention in the Mediterranean sea , the first regional sea program of UNEP, will give a new impulsion to the ICZM process all over the world. It could be a model for others regional seas if there is a fair partnership between public and private stakeholders.

Abstract: As the ‘Cold War’ balance of power came to an end and as the dynamic process of globalization affected not only the structure and the process of the international system as well as the way states started to perceive their own neighbourhood, new regional schemes emerged and multi-dimensional exchanges intensified on a regional scale. In short, regionalism gained a new momentum. However, the Black Sea region, characterised by a traditional high degree of geopolitical pluralism, proved to be a more complicated case and an area where geopolitical competitions were waiting to flare. Overall, during the 1990s the fear of power politics antagonism prevailed over any regional scheme or form of cooperation in spite of the efforts to enhance and institutionalise regional cooperation. This state of affairs started gradually to change and a new strategic perspective for the Black Sea area emerged. Increased volume of trade, FDI, new markets, the redrawing of the energy map, a redefinition of the relations among the states of the region and last, but certainly not least, the potential of EU and NATO accession were the prevailing geopolitical trends of the 2000s. However, this euphoria was soon put in question as the protracted conflicts of the region, the related weak state syndromes and ethnonationalism –all remnants of the ‘violent’ dissolution of the USSR– remained high on the agenda while at the same time, a number of regional and extra-regional actors started to have conflicting agendas and different priorities.
Of particular relevance in this context is the trilateral power play between the European Union, the United States and Russia. Taking into consideration all these variables and the fragile balance of power, this paper attempts to assess the prospects for a modus vivendi between the various actors. Will regional cooperation prevail or will the Black Sea become a place of growing instabilities? What are or could be the preferable forms of cooperation? Is there are any window of opportunity after August war in Georgia or does the recent crisis symbolise the beginning of a new era of antagonism?

Abstract: International political and demographic trends point to a time when the United States Navy, arguably a hegemonic military organization, will be unable to count on shore-based facilities in the regions of the world in which it is most likely to operate. This paper examines the Navy's response to these trends and seeks to determine whether that response will enable the Navy to continue its dominance of the blue water environment and the foreign policy ramifications of that response.
