A survey of 641 public relations practitioners and journalists showed the differences in agreement, congruency and accuracy regarding their conflict management strategies. Public relations practitioners reported that they employ ‘other-corned strategy’ more than self-concerned strategy possibly from their need for placement in print or on the air, while journalists are likely to employ ‘self-concerned strategy’ more than self-concerned strategy with self-efficacy representing that they are independent from any source and maintain the reporter’s credibility. |

This has not proven an obstacle to achieving a European contribution towards the international regulation of this type of weapons and the configuration of a particular EU `approach´ with regards to WMD. This approach has been manifested specifically in the European Union strategy against proliferation of weapons of mass destruction, approved by the European Council in December 2003. The European Strategy does not reflect any revolutionary change in European policies or actions and is clearly grounded in the EU heritage of the rule of law, multilateralism, economic and political pressure on third States, the focus on the political causes of international problems, and international cooperation. In this sense, this Strategy represents a ‘European way’ for fighting this ‘renewed classical problem of international peace and security’ through mixing traditional tools of international law with new policy instruments. To assess the EU approach, this paper examines the diagnosis, the objectives and the action plan the EU has put forth with regards to WMD. |
