Abstract: Most contemporary Thai Americans are women, who are overwhelmingly married to non-Thai men. This has continued to be the case even after the direct military link between the United States and Thailand ended, even though the Thai American population is much larger than in the past. In this study, we look at exogamy among Thai Americans using U.S. Census data drawn from the IPUMS project. We ask: (1) What are the predictors of exogamy among Thai Americans? (2) How can we account for the high rates of exogamy among Thai American women, relative to Thai American men? (3) How have the predictors of exogamy and the apparent characteristics of women’s exogamy changed? Our results are consistent with the argument that much of Thai American exogamy is historically rooted in the military connection between the United States and Thailand, and that the particularly high rate of exogamy among Thai American women is historically linked to this military connection. However, while Thai women have continued to show high rates of exogamy, there is evidence that this exogamy has been “demilitarized.”

Abstract: The problem of domestic violence has increasingly realized and acknowledged in Thai society that has affected to society grossly. All of administrative agencies and private organizations should cooperate to solve this problem. In case of husband assaulted his wife, when he was sued and adjudicated in court, judge has still used mainstream criminal procedure that focuses on only punishment the accused in domestic violence case. This mainstream criminal justice system is not interested in harm of victim and community and cannot depress the accused returning to recidivism in domestic violence again, so this system cannot solve the problem of domestic violence in Thai society.

This study focuses on the application of Restorative Justice to domestic violence case only relating to husband or wife assaulting each other and finds appropriate proceeding model of domestic violence case in Thai court including legal measure for prevention the accused returning to recidivism in domestic violence again. This study is qualitative analysis by collecting data triangulation that is interview, observation and document. Population is judges, community leaders, injure person and offender in domestic violence pending actions in court.

The result of analysis found that it is reasonable to apply Restorative Justice to domestic violence. Domestic violence should be compoundable offence, character of that should be the action that husband or wife intents to commit the other causing to bodily, mental or healthy harm or enforces immoral power to the other surrendered illegal action. It should allow the third person to participate in trial for advice and assistance judge to mediate the parties and punish the accused suitably. Legal measure for prevention the accused returning to recidivism is suspension of imprisonment, suspension of determination imprisonment, execution a bond and probation including reimbursement for helping injured person. Finally, the suitable court in consideration and adjudication domestic violence case should be The Juvenile and Family Court. The advantages of this study can lead the result to adapt or apply in domestic violence procedure in Thai court for efficiency and effectiveness to prevent the accused returning to recidivism in domestic violence again.

Abstract: Refugees from Burma have been displaced in Thailand for over 20 years, with durable solutions hitherto available to only a small number. Since 2005, however, the United Nations High Commissioner for Refugees (UNHCR), the UN body charged with the protection of refugees, has initiated a resettlement process, partially based on its emphasis on the value of the “strategic use of resettlement,” a concept espoused for its potential to unlock pathways to other improvements for refugees. This paper critically examines UNHCR’s “strategic use of resettlement” as it applies to Burmese refugees in Thailand. Given the fact that not all refugees will resettle, the question remains: strategic for whom? Extensive participatory research with NGOs, CBOs, and refugees at all nine refugee camps along the Thai-Burmese border reveals three populations for whom resettlement remains problematic: first, the remaining camp population finds itself bereft of resources (particularly skilled workers) in the wake of resettlement. Second, non-camp refugees in Thailand (who are not permitted to resettle) now live in a more restrictive environment than they did before the advent of resettlement. Third, internally displaced persons (IDPs) still living in Burma remain particularly vulnerable, both in the pursuit of livelihoods and in resisting the current regime.This paper draws links between the advent of resettlement and these three areas of concern. It demonstrates that resettlement has unintended negative consequences for portions of the non-resettling refugee population. It concludes with a section that discusses the policy and programmatic responses that might seek to alleviate some of these unintended consequences.

Abstract: Rhetorical sensitivity theory may provide a foundation to define intercultural communication effectiveness. This study, part of a systematic program of research, seeks to clarify the Thai communication behaviors associated with intercultural communication effectiveness. The fundamental interaction consciousness Thais exhibit, a condition compatible with rhetorical sensitivity, makes Thailand a laboratory for intercultural communication study. This study clarifies previous findings with respect to rhetorical sensitivity and willingness to communicate. The relatively low initial Thai willingness to communicate may be characteristic of rhetorical reflection employed early in a relationship to collect information upon which to build rhetorical sensitivity. Therefore, the study involves two hypotheses: Thais will display higher rhetorical reflector traits in short-term relationships than in long-term relationships; and, Thais will display higher rhetorical sensitivity in long-term relationships than in short-term relationships. Undergraduate students from Mahidol and Bangkok Universities in Thailand (N=400) generated data using the THAIRHETSEN instrument. The results do not support the first hypothesis, but support the second hypothesis. Post hoc investigation of U.S. American rhetorical sensitivity behavior displays a tendency for the development of noble self behavior as a relationship history evolves. The paper concludes with a description of the study’s limitations and presents suggestions for additional research.
