Abstract: Citizens’ trust in government depends partially on the person’s general attitude about government and partially on what government they are evaluating. Thus, there is both shared and unique variance in citizens’ assessments of federal, state, and local governments. In this paper we argue that the uniqueness of the citizens’ assessments across the levels of government depends on both the individual’s level of social connectedness and the community’s level of civic engagement. We use the Social Capital Benchmark Survey and the Hierarchical Multivariate model estimated via MCMC to show test how citizens make distinctions between the levels of government.
