European integration, which has been developing especially actively in the last decade due to deep evolutionary changes in the EU, presents essential part of the process.Such setting of the problem is tightly connected with the aspiration of Ukraine to participate in European integration and to enter the EU in future prospects. It was more than once declared by the governing body and is reflected in the official documents.Advancement of Ukraine towards European integration relates with the whole complex of both internal and international problems. Nowadays mutual relations of Ukraine with the EU are mainly grounded on the Agreement about partnership and cooperation acting since 1998. Transfer to a deeper stage of cooperation in the form of associated membership and preparation for the commencement of negotiations about entering the EU is not foreseen in nearest several years as the Governing body of European Commission declares. Ukraine is proposed to build cooperation with the EU on the ground of bilateral relations and neighbor cooperation. Such conditions can be explained by both internal problems of Ukraine and the developments in the EU itself. In the first term it is inconsistency between the levels of economical development and social political field to those of the EU standards and slow progress on this way. Besides the EU is on the stage not only deepening of integration processes but also increasing of its membership. For the first time it is happening in such mass number and includes former socialist states. Entry of new members is connected with many problems .In the fist term with social economic ones. Therefore after 2004 when a group of the states entered the EU, inevitably, so called ?adaptive pause? in enlargement and in distribution of such promises, would appear. It will negatively influence on the movement of the other CEE states towards European integration even in case of great spurt in the field of market economy and democratic changes. Reasoning from these circumstances, it will be extremely important for Ukraine the consequences of the EU enlargement and the outline of cooperation with the EU in the neighbor status, which would remain in the future due to the explained internal and international reasons and would be extremely important for development of Ukraine. Such a scheme is on the stage of working out and, to elaborate the optimal foreign policy line of Ukraine from one side and the EU strategy from the other, a fair and thorough appraisal of new situation is necessary.Aims and tasks of the research.The main aim of the my current research is the study of the key factors of the influence of the EU enlargement on Ukraine.To implement the given aim the following tasks are set:1.To trace the specific character of the new stage the EU enlargement, completing the formation of the economic and monetary union, progressing on the way of formation of the political union and deepening cooperation in the security sphere.2. To analyze main European and North American researches as well as the official documents and statements on the EU enlargement and relations between Ukraine and the EU.3. To study main political and economic consequences of the influence of the EU enlargement on Ukraine in trade and economic sphere. It is important to clarify the eastern economic policy of the EU after the enlargement would be on the one hand and if Ukraine would be ready to offer in return any effective internal structural and institutional changes on the other hand. 4. To formulate new accents in the problems of migration policy of Ukraine due to the EU enlargement and in connection with the introduction of the visa regime with the countries of Central and Eastern Europe as well as new forms of border cooperation and finalizing the problem of border regime with Russian Federation, Moldova and Byelorussia.5. To give prognosis and to classify political consequences of the EU enlargement to the East for Ukraine- would the pressure of the EU on Ukraine increase or decrease as to the strengthening of democratic institutions, human rights and mass media freedom, fighting corruption and organized crime.6. To examine new outline of European security after the EU enlargement taking into consideration the increasing role of the EU defense and security policy. A security system is often wider than instituted integrated formation such as international organization. And Ukraine will inevitably play an important role in the changing system of European security.7.To analyze international factors influencing the EU policy towards Ukraine after the EU enlargement and movement in Ukraine itself towards European integration. First of all the role of the influence of the USA, other major NATO countries, Russia and political activity of Ukrainian diasporas. |

of 193 community hospitals and polyclinics across Ukraine, for the
years 1997 to 2001. These facilities are a subset of the medical
institutions in rural Ukraine; they are identical w.r.t. their
function in the health system and share the same departmental
structure. The data comprise the number of physicians, their
qualifications and the number of nurses employed in the departments
as well as the polyclinic attached to the hospitals, the number of
inpatient and outpatient admissions as well as the number of surgical
procedures, lab tests and x-rays performed. We employ DEA, a
non-parametric frontier method that has been widely used to study the
efficiency of health care providers and assess possible changes of
their productivity. The efficiency scores are calculated with an
input-oriented model. Efficiency scores average 82% for all
polyclinics and 97% for all hospitals; the scores are significantly
positively correlated. The Malmquist index is 99.7% for hospitals and
99.1% for polyclinics. Both hospitals and polyclinics show an
increase in productivity only for the last period whereas there has
been a decline in productivity for both hospitals and polyclinics in
the penultimate period. |

This can be explained by the interplay of external and internal factors in both states. The international environment directly affects and shapes relations between these newly independent states and the fall out from events in Iraq could have a seriously detrimental effect on relations and transformation in both states. Russia's place in the new world order and its relationship with both the US and 'old Europe' will affect the direction and shape of its foreign policy towards neighbouring states, not least of which Ukraine. Russia's future geostrategic orientation will also affect domestic political developments and shape its transition to a stable democratic state all of which will have ramification for Russia's neighbours. |

In doing so, it proposes an explanation based on the framework of strategic culture. More specifically, the research considers that to understand the process by which former adversaries become partners, it is important to examine the transference of values and beliefs about the use of force from one entity to the other in order to create a cultural foundation on which that partnership can function. In other words, the reliability and significance of any partnership between NATO and the states of the former Warsaw Pact depends on the diffusion of a common strategic culture. The research examines the process by which the strategic culture is diffused to the states of the former Soviet Union through the institutions established by NATO and which reinforced and influenced the states’ viability and desirability as partners of the alliance. The paper presented will concentrate on the NATO-Ukraine relationship and the diffusion of NATO’s strategic culture to this post-Soviet state. |
