Abstract: Recentemente atenções consideráveis têm sido dadas à relação entre segurança internacional e mudanças climáticas, particularmente, em relação aos efeitos dessas mudanças para o aumento potencial de instabilidades e conflitos. Em 2004, um relatório publicado para o Departamento de Defesa dos Estados Unidos alertava para a ocorrência de instabilidades políticas, sociais e econômicas decorrentes de eventos climáticos extremos. O Reino Unido, ancorado por informações científicas, estabeleceu uma agenda para lidar com os problemas advindos das alterações no clima, intitulado “Energia, Clima e Segurança”. Em 2007, o Conselho de Segurança das Nações Unidas debateu, pela primeira vez, a questão das mudanças climáticas, alertando para ameaças à segurança internacional. A União Européia, fundamentada em novos valores, redefiniu, recentemente, os interesses apresentados na “Estratégia Européia de Segurança” para incluir as alterações climáticas, que passaram a ser percebidas como “multiplicadoras de ameaças”. Com vistas a contribuir com esse debate, o presente trabalho baseado em uma noção ampliada de segurança, redefinida como um ato de fala (speech act), objetiva analisar o “movimento de securitização” das mudanças climáticas no sistema internacional, liderado pela União Européia. Partindo da abordagem construtivista de segurança – apresentada por Buzan, Waever e Wilde como a “teoria da securitização”, na qual o processo comunicativo e a natureza política da segurança são enfatizados –, buscar-se-á compreender o processo de construção de ameaças no campo ambiental, tendo como ponto de partida as definições e critérios estabelecidos pela União Européia (ator securitizador) ao enunciar as mudanças climáticas como uma ameaça existencial à segurança internacional, na reunião do Conselho de Segurança, ocorrida em 2007. Serão analisadas, também, as repercussões dos atos de fala securitizadores entre os Estados (audiência) presentes. Para tanto, o principal método adotado é a análise de discurso dos documentos oficiais e pronunciamentos de autoridades governamentais, divulgados tanto pelo Conselho de Segurança, como pela União Européia.

Abstract: The paper addresses the perception of the United States on the sources of security threats originating from Latin America, considered a low risk area and priority in international assistance agendas, providing a counterpoint to the European Union and Chinese perspectives. The analysis focuses on the evaluation by these actors of the threats and challenges to its strategic interests and the main policies on the regional level.
From our perspective, the regional focus of the three major centers of global power involves two different approaches. For the United States, it is assumed a natural leadership with attributes to classify the types of regime, in an agenda designed to promote the hemispheric convergence of democracies and liberal economies, sources of legitimacy for initiatives to intervene in the internal affairs of non aligned countries especially Cuba, Venezuela and Bolivia. In those cases, we see continuity from Democratic and Republican administrations. In the case of the European Union and China, the relationships are not limited by political and ideological constraints, both accepting national governments as the expression of the legality constitutionally defined by each country.

Abstract: This paper examines the foundations of the international space legal regime with regards to the question of military operations in the region. Military activities over time developed and became enhancers of terrestrial military operations in terms of effectiveness and lethality. With the end of the Cold War and the rise of American hegemony, the question has shifted from simply military enhancing activities to the issue of weaponization. Military activities in outer space are in a period of transition - a debate that occurs mostly in military circles and associated think tanks. The debate is too important to be ignored by the political leadership but it is ignored due to the long-range nature of the discussion and the technical nature of some aspects. The inducements supporting weaponization are discussed along with the disincentives both political and military. The disincentives too often are dismissed as merely political but the reality is that politics will ultimately decide all these questions, a fact often forgotten by the debate participants.
