Two sets of policy developments tend to contribute to new ways of thinking about the organization of public education. While one policy trend is related to the changing federal role following the passage of No Child Left Behind, the other comes from state and local sources. In light of these developments, I will propose a framework that specifies the new directions in education policy. I argue that the interplay of accountability and experimentation has faciliated several types of management models and governance arrangements. |
